From Chaos to Order -- The Governance Experience of "Three Evils" of Japanese Consumer Finance


The cash loan industry is an important part of Japan's consumer finance industry, which mainly provides salaried workers with unsecured and fast cash loan services. While providing services for more than one-seventh of the adult population in Japan, the cash loan industry has long been plagued by problems such as high-interest rates, multiple debts and improper collection (collectively known as the "three evils" of consumer finance) and has caused a range of social problems. In recent years, with the gradual arrival and strengthening of industrial governance measures, the existing problems in the cash loan industry have been largely resolved. In this paper, the development process, existing problems and governance measures of Japan's cash loan industry after World War II are investigated, and the causes and Japan’s attempt to govern the "three evils of consumer finance" are analyzed. The research results of this paper have reference value for the development and standardization of consumer finance in China.
